To Flood or not to Flood?

This just in from The Weather Channel's Website:

FOR THE JAMES RIVER AT RICHMOND LOCKS... THE LATEST STAGE IS 17.3 FEET AT 10 AM MONDAY WHICH IS 8.3 FEET ABOVE THE FLOOD STAGE OF 9.0 FEET. MAJOR FLOODING IS FORECAST...WITH A CREST AT 19.0 FEET TUESDAY AFTERNOON...WHICH IS 10 FEET ABOVE FLOOD STAGE. THE MOST RECENT COMPARABLE FLOODING SITUATION OCCURRED MARCH 6, 1993. AT A STAGE OF 16 FT...SHELL OIL COMPANY...COLONIAL PIPELINE...AND BRISTOL STREET FLOOD. AT 16.3 FEET...DOCK STREET FLOODED TO INTERSECTION OF DOCK STREET AND 20TH STREET. AT A STAGE OF 18 FT VICTORIA TRANSPORTATION...VIRGINIA POWER 12TH STREET SUBSTATION...AND KINGS LANDING MARINA EXPERIENCE FLOODING. AT 18.6 FT...THE SOUTHERN RAILROAD YARD AT CITY LOCKS CANAL FLOODS. AT 19 FT...THE ALLEGHANY WAREHOUSE COMPANY...SOUTHERN STATES COOPERATIVE...AND SWAN OIL COMPANY FLOOD.

I was in Richmond in 1993; lemme tell ya it was interesting times.

To quote Chairman Kaga: "If memory serves me"; here are some of the interesting facts about that flood.

1. The river crested at 16 feet; this time, we're due for 3 feet above that.

2. The Lee bridge (one of the lowest bridges still in use in Richmond) ended up underwater. There was a picture in the local paper of the bridge underwater and the light poles sticking up out of the water, all in a row.

3. I-95 was shut down right at Maury Street. It's a low section of the interstate. People were shocked that a major interstate could ever be shut down.

4. People were outraged that the waste water treatment plant got dumped into the water... it was dumped, it's in a fairly low spot and was consumed by the rising water.

5. One of the large oil tanks that sits to one side of I-95 broke loose from it's moorings and was bobbing about in the water; and a bit of pil leaked out; causing more people to be upset.

6. There were people who had to go swimming and canoeing in that icky water.

7. Lots of people here at work all park down by the river; needless to say they're all concerned.

8. If we end up not being able to get to work due the interstate being shut down or flooding... we have to take it as PTO time.

It will all be over for the most part by like noon tomorrow (at least that's when the crest is supposed to happen). Our building is right at the river... oddly enough.. we're Riverfront Towers... so folks are spending a bit of time looking at the window at the rising water.

Most of these people were little kids when the last flood happened. I wonder if the floodwall that took bazillions of dollars to build (not to mention two lives) will be put to use? I haven't heard of any testing of the floodwall... and last I heard.. it wasn't complete (they ran out of money and needed liked 25 million or something to complete it.

If it is complete, this will certainly be a good test to see if it works!
